Chitoge Kirisaki[]

Chitoge and Tsugumi share a very special relationship backed up by their respective childhoods. Aside from Raku, Tsugumi was once a frequent playmate and friend to Chitoge. Tsugumi greatly treasures her time with Chitoge, owing to her happiness and all the precious memories of her despite being unaware of her own true origins; Chitoge was the one who named her "Tsugumi", gave her the date of her birthday - the day they first met - and also provided Tsugumi her signature light-blue ribbon. Because of this, Tsugumi developed strong feelings of love and dedication to Chitoge, pledging to become strong enough to protect her. Hence, Tsugumi trained herself and rose to become one of Beehive's most effective agents.

On the day they reunited again as teenagers, Tsugumi was psyched to see her old friend once again that she pounced at Chitoge. Her love and dedication to her unwaivered and was willing enough to eradicate anyone who dares to interfere. This led to her initial confrontation with Raku, whom Tsugumi had orders from her handler, Claude, to annihilate out of pure distrust. Eventually, Tsugumi came in terms with Raku, albeit with some caveats.

Despite being Chitoge's personal bodyguard working for the Beehive faction, Tsugumi still goes out her way to interact with Chitoge as a close friend as she only acts to do anything that would benefit her own happiness and would go out her way to disregard strict orders, even from her higher-ups, just to keep Chitoge out of harm's way. This is exemplified when Tsugumi raised her own weapon against Claude when she was in disgreement in forcing Chitoge to move back to America.

Generally, Tsugumi sees Chitoge as an invaluable and irreplaceable friend, one whom she is willing to throw away her own personal feelings for someone else and instead dedicate herself for Chitoge's own safety and happiness. Even despite knowing Chitoge and Raku's fake relationship, Tsugumi nonetheless continues to view Chitoge the same way as she came to understand her situation and the consequences she has to face as to why she had to act out her relationship with Raku.

Raku Ichijō[]

Tsugumi first learnt of Raku as a target of the mission assigned to her by Claude. Eventually, after their duel where Tsugumi lost, she and Raku came in terms with one another. This, however, led her to grow infatuated with the young man, as Tsugumi came to acknowledge Raku's general kindness and restlessness to others. As such her interaction with Raku usually has her feeling uncomfortable and jittery, to the point that she instinctively raises her voice against him in an effort to distance herself from him. Tsugumi's feelings for Raku is shown in volumes when Tsugumi pushed herself to embrace Raku thinking it was the effect of a love potion she accidentally drank earlier when in truth it was not and that the effects of the potion have long subsided.

Paula is the only one to notice Tsugumi's feelings for Raku and, in turn, encourages her to pursue him, much to Tsugumi's discomfort.

However, since her relationship with Chitoge outweighs that of her feelings for Raku, Tsugumi constantly convinces herself to move on with her crush with Raku and focus on serving her mistress with little to no results. Tsugumi also keeps a close eye on Raku for any activity that would jeopardize his relationship with Chitoge and gets jealous and enraged whenever a girl - Marika, for the most part - flirts with Raku, reprimanding her under the pretense that he is in a relationship with her mistress.

After knowing that Raku and Chitoge's relationship was a ruse, confirming her own feelings and that of Chitoge's, Tsugumi finally confesses to Raku vocally in tears albeit covering Raku's hearing in the process. Through this, Tsugumi is finally dedicated to live out her life to serve her beloved mistress.

Kosaki Onodera[]

While not shown as close friends, Kosaki and Tsugumi share a mutual friendship and are seen to be together at times, usually with Chitoge, particularly at sweet shops.

Marika Tachibana[]

Tsugumi is oftentimes seen reprimanding Marika for flirting around Raku, masking her jealousy by stating that it is inappropriate and the fact that Raku is already in a relationship with Chitoge. Aside from this, however, Tsugumi also sees Marika as a friend.

Shū Maiko[]

Shu is the only person who calls Tsugumi "Seishiro" in school. She usually sees Shu and his antics as annoying and detestable and is oftentimes seen threatening him at gunpoint. Though it is also implied that he may be aware of Tsugumi's feelings towards Raku.

Claude[]

Claude was the one who raised Tsugumi and gave her the first name "Seishiro". He gave her a boy's name since he thought Tsugumi was a boy. Claude is also the one who taught Tsugumi her combative abilities. It was under his order that Tsugumi enter Bonyari High to monitor Chitoge's relationship with Raku. Near the end of the series, it was revealed that he initially wants to match Tsugumi with Chitoge, thinking that she is a boy, hence why he was so opposed the idea of Raku being with Chitoge. After Tsugumi revealed to him that she is indeed a woman, he was quite shocked that he didn't notice and finally gave up on the idea. However, it did not take away his care for her as he gave her his coat to cover herself.

Paula McCoy[]

Both being hitwomen, Tsugumi and Paula see one another as comrades and respect each other's skill set. While Paula admires Tsugumi and her reputation as a very skilled, albeit feared, agent of the Beehive gang, Tsugumi looks out for Paula's well-being, advising her to be socially active and not only being solely focused on training herself and on missions. In turn, Paula, being one of the few people aware of Tsugumi's feelings towards Raku, constantly teases and encourages Tsugumi to give in to her emotions and pursue Raku, much to her chagrin.

In a way, Tsugumi acts as a doting big sister for Paula, a view also shared by Paula towards Tsugumi as said by Haru.

Others[]

Honda[]

Tsugumi has twice clashed with Marika's bodyguard, Honda. During the first clash at their clients' Kyoto field trip, when Marika was competing with the other girls to shoot a love arrow at Raku, Honda calls out Tsugumi's own feelings for Raku because Tsugumi was trying to fight her with one of those arrows. Prior to the second clash, Tsugumi had arrived with Chitoge to save Marika from a forced marriage initiated by the latter's mother, who Honda was under the command of. After several minutes of stalemate, Honda reveals why Marika could not return to school with Tsugumi, and the reason for it shocks Tsugumi enough to give Honda the upper hand, tie Tsugumi up and throw her in a cell. Tsugumi and the rest of the gang are saved by Mikage Shinohara, who helps them devise a plan to crash Marika's wedding. When they do so, Tsugumi and Honda face off again. Tsugumi questions Honda's loyalty to Marika. When Honda evaluates this after initially recapturing Marika for the latter's mother, she decides to defect by going against the security guards and calling on Tsugumi to fight them off together. While doing so, Tsugumi learns a chain technique that would come in handy during her own face-off against Claude much later.
